Farm Bill Amendment Could Hamper IPM Efforts by Conservation Agencies
September 14, 2007   An amendment added to the current US House Farm Bill package would prohibit USDA from "discriminating" against specific pesticides in implementing the farm bill. Pesticides are important tools in both IPM and organic systems. However, a key element of IPM and organic approaches is using science-based criteria to choose least-hazardous options when a pesticide is needed. The amendment could prevent conservation managers implementing USDA programs from mitigating impacts resulting from specific pesticides by providing incentives or assistance for transitioning to less hazardous alternatives. Programs potentially affected include the Environmental Quality Incentives Program and the Conservation Security Program, both of which have been used to support IPM adoption. Congress should instead increase capacity for USDA to promote IPM.  The amendment text reads "In establishing priorities and evaluate criteria for the approval of plans, contracts and agreements under Title II of this Act, the Secretary shall not discriminate against the use of specific registered pesticide products or classes of pesticide products."  Your call or letter is needed to your Senators by October 1 encouraging removal of this amendment and asking for greater support for IPM in conservation programs.
